I've had new Bins not appear in Project Tool in a v2021.12 pc version. Not sure it is the same issue as yours, but I found the missing Bin by temporarily changing Project Tool to Flat view, then opening the Bin, renaming from its default, then leaving Flat view. I recall seeing a Setting somewhere that may matter regarding bins. Maybe somewhere
