I'm not currently working on version 7, but did you check your settings? I think it's under media creation. You can choose 0-255, or 16-235. Other than that, I can't think of a thing. Good luck!

Try Option dragging the color effect onto the title in the timeline. This should correct the levels to 16-235. Good luck!

Select each clip and alt-drag it into a bin. This creates sub clips that you can edit into another sequence.
