Sometimes I have a problem where tyhe Timecode window shows other elements of the Avid application inside its own window.

Do not blame this on Marianna!!! ;-)

System specs? Video card and driver?

lol i was kidding of course :) Marianna is excellent in helping us all here... 1080 Ti, latest driver. I had this problem since March 2016.

Looks very similar to what you have. I have a NVidia GPU too, but this only appeared on 8.9

I was kidding as well, we all know that Marianna is untouchable! I do not want to sound boring, but You know that all sorts of weirdness can happen with non Quadro cards, I'd test with a different driver, keep in mind that the latest is not necessarily the best with MC.

Why do you have the TC window sized so large outside the Active  timecode lines?
Is it possible you have the tear away tab and timeline forward over the top of the TC window?

I have attached a screen shot with my TC window sized around the Active area above and sized much larger than the active area below.  Here (on W& with MC 8.9) you can see in the lower shot that the blank space is filled with grey and that is clearly covering image inthe Record monitor bebind it.
