Producing a progressive DVD on Windows

What Windows applications can produce progressive DVDs (native 23.976p with flags for pulldown) from an Avid MC-generated QuickTime Reference?

I have been transcoding videos to progressive MPEG2 (confirmed by MediaInfo) using an undocumented feature of Sorenson Squeeze v8.5 Pro, but Sorenson seems to have dropped that feature in v10 Pro.  I don't know whether Squeeze v9 or v11 can do it, because I went straight from 8.5 to 10, and then dropped back to 8.5.  I also have not tried any of the standard (non-pro) versions.  I am sure that at some point I will need to upgrade for new features or system compatibility.

Progressive DVD makers -- what application do you use?

    Core i7 930 PC 2.8GHz / 18GB RAM / Win10 Pro 64bit / nVidia Quadro K2200 (driver 411.95) / MC 2018.12.9 (Symphony/PF/SS) / BCC AVX 10.0.2 / NewBlue Titler... [view my complete system specs]

Cinemacraft hasn't been available for sale for some years (too bad; I still use it myself for the features and the fact that it's extremely fast). I also use DVD Lab Pro 2.
