    Sure.  Alt-Drag another effect onto the clip, and it will "Nest".  You also can "Step-In" for even greater control.  In the built-in HELP, see "Nested Effects".

    It seems pretty weird when you're used to other ways of doing it, but it can actually be really powerful when you get used to it.

    One other neat thing is that you can apply effect to 'filler' - the empty space in tracsk. Try creating a new video track (CTRL-Y) and then use the Add Edit tool (usually 'H' I think) to make two 'cuts' on the empty track over a video clip. Drop an effect between those cuts. This can be very powerful for advanced effects and effects across multiple clips.
