I've been editing a 4:3 black and white project and use the color tool to change brightness and contrast but suddenly it is not working. The color correction tool does not come up at all. What's wrong?

The workspace has probably been corrupted.
Go to windows workspaces and then reset the currect workspace.

I created a new workspace with the same name as the project and the roblem still persists.
Ah, I just restored workspace to default, and now it seems to be working. Fingers crossed.
On my current system that colour workspace regularly breaks and I have to restore to default.
A year ago I had a similar problem, and it was caused by a corrupt timeline setting. Because I didn't want to rebuild all my settings, I created a new user, and dragged that user setting file to my desktop.
I switched back to my settings, opened the file on my desktop and just dragged in the timeline setting. Obviously I had to recreate my buttons, but it did solve the problem with my Color correction workspace.

Set a colour for the clips in question, develop your CC as an effect (put it in the bin) then in the sequence, right click->select->clips with same source colour and drag the effect onto the now selected clips.
Develop as many CC profiles as necessary and divide the source colours appropriately.
