Ever since I did the update to 2020.12, my task bar for windows always comes up behind my timeline. Super Annoying. Any thoughts?

Do you mean you have your timeline set to occupy the very bottom of the screen (where the task bar would normally sit) and you have the task bar set to automatically hide?
I have it set this way on some of my devices (eg. my laptop) to maximise the available space, so if you're saying this longer works in 2020.12 then yes, I would find this annoying.
There are some other programs that have this behaviour. Resolve 16 will cover the whole desktop (including the task bar) if you don't have it in 'Window' mode. I'm assuming this latest version of Avid doesn't have any similar setting?
Yes I have the timeline right to the bottom to maxamize real estate. Not even sure where to fiind Windows mode. But this is super annoying. Only happened on the upgrade.
If you want to stay on this version it looks like your only option at present is to use the shortcut Winlogo+m.
This will minimize all open apps and get you to the deskop.
If you right click on the taskbar and choose Taskbar Settings - is the "Automatically hide the taskbar in desktop mode" option selected?
What if you try changing the "Taskbar location on screen" option to the left or right side? Does it auto-hide then?

Whatever the settings, hit the Windows key and the taskbar will pop up.
