For some reason, the settings panel in my MC 2019.6 does not have the ability to "dock" (I don't know the proper term) to the other windows in the paneled interface. Is this normal? I'm used to my settings being accessible in the top corner, but I accidentally closed it and now when opened, I can't get it to go back in the corner where it belongs! It doesn't have a nifty little purple sidebar in the top left corner like the other windows. Maddening. Am I just doing this wrong?

I can't find my bins. This can't be this hard. Really? Am I just a crazy old man now?

On my v2019.6 Win system, with new v2919.6 User, there is no docking of Settings.
When you said you closed it accidentally, did it not re-appear when you tried to re-open it?
Or did you Minimize the Settings Window? If so, did you Right-Click on it and use “Restore” ?

I watched Kevin P McAuliffe's videos on youtube and figured out that the Settings window can't be docked. I also figured out the bin view is split between bins and a traditional folder view like the old project window, but doesn't default to the split view. So if you don't know the tabbed window can split, you're just fumbling in the dark looking for your old bin tree in futility. Why exactly did this have to change??? Even Premiere Pro and Resolve do it this way.
