install and run core temp.  That will show what your cpu core temps are.

during a move your cpu cooler could have moved or maybe the thermal paste, has gone bad, who knows...

As said above sound like a thermal issue. or could be a bad stick of memory. Run memtest see if it shows problems. 

it does sound electrical.

running the mobo outside the case for a while might be a good idea.

on an insulator i,e, book instead of metal.

run with only one ram stick, then with another in another slot.

you didn't swap gpus yet.

also reset you bios to default/optimized settings... And disable that dreaded logo when your computer boots up.

try running that way for a while and if your're stable... Then try an xmp auto overclock.

And the memory stick test like others mentioned is also important.

I have a similar system - 7820, ASUS MB  NVME drive

All works great except the oveclocking is restricted due to the awful thermal paste issue on the CPU.

As people say, the Graphics card is not the bottlneck.

I just turned it on and it actually tried to boot so I recorded it.  You can watch what happens here!

Posting a video vs coming back with core tempatures makes one skeptical about your troubleshooting.  Your random rebooting (easy enough to comprehend) was given suggestions.

Try what people have reccomended.

Coretemp, check your temps are normal. over 90 would be overheating.

Then memory test with memtest program (i actually have never done this).  Or with less sticks, it could be a bad stick.

Reset your bios to default settings, could be an overclock performed in the past.

thanks.  I do not overclock so shouldnt be an issue.  I do have my nvidia quadro 4000 card that I am running now but will buy the 1060, 1080  or a quadro if it makes more sense.

Save money and do more trouble shooting. I had a very similar problem, it was a bad stick of memory.  check temps and run memtest

skeptical about my troubleshooting?  I just literally turned it on for the first time to try and show what happens.  To install coretemp the computer would have to be on and running and that is the issue getting it to stay on and be stable enough to do something like that.

I have never overclocked so that is not an issue for me.  

I will try booting with one memory stick and removing other hardware again to see if that is the problem.  WHen I tried this a while ago it never made a difference and that is why I bought the new psu, mobo, cpu and ram.  Still having the issue is kind of crazy after that but I still do.

I will try memtest and report back if I can keep it up and running long enough...hopefully I will.

You seem to assume that overheating only happens with overclocking.  This would be incorrect.

Your cpu cooler could be inproperly seated due to movement.

Your thermal paste could be old or not applied incorrectly.

It could be the cpu fan

These would cause over heating even at idle without an overclock.  And coretemp would show you this.

If you think its gpu related, then try running with the integrated graphics.  Not sure if your cpu supports this.

And of course the memory test..

memtest doesnt need the os to run. it runs off a USB stick.

I'm not assuming anything.  Would overheating happen to computer that is being turned on for the first time instantly and cause it to crash while booting?  The CPU is properly seated and the fan is spinning.  The thermal paste should be fine since I put this cpu in about 6 months ago.

I have coretemp running right now as I have the CPU up and running 

Core 0 -33 C

Core 1 -36 C

Core 2 - 33C

Core 3 - 32 C

I have never run the memory test before.  I need to learn how to do it then I will check that.  Forgot to add that it is an Intel i7 -4790k 

Ok you are not overheating.  Id keep running this until you solve your problem.

I've never done memtest but It sounds like you have to create a bootdisk using something like rufus then set your bios to boot off of it.

It could be easier to just starting pulling out ram sticks and using process of elimination.  But your motherboard likes ram to be put in the correct order a1,a2, b1 slot, etc etc.

Does your cpu have integrated graphics? trying using that after the memtest

After you try all of this, I would finally start using windows 10.

BTW earlier you said "B the issue is so sporatic" and that it may not happen to the person working on your computer, but now it sounds like its happening often and while booting.  That kind of played a role in the suggestions given.  anyway all good,
