Agreed, I was getting to the bottom to talk about this. It sounds like the 21st workspaces are statically mounting and preventing any of the other 29 workspaces to mount since on the server there is no more room to mount anymore. So even though there is only 8 workstations if any of those 8 is one of the 21 not mounted it will give you the message.

Since this is a read only member of the HAG(probably your secondary member). Taking it offline and removing it from the HAG altogether is what I would suggest. Please alert your client to NOT change (ignore) the disk signatures(headers) when macdrive mounts the unity volumes, otherwise You Will Loose Your Volumes for all clients.
