I have a client who has a 80 min. 29.97 Digibeta SD master that needs to get to HDCAM 23.98psf for a Film Festival screening. Can anyone recommend a hardware converter that I could rent to accomplish this? Yes, I know this sounds backward!
The feature is mainly old archival video footage hence the reason they originally cut in SD 29.97.
Thanks for any suggestions.

Give this console command a try: http://community.avid.com/forums/p/71135/397686.aspx#397686

I would go through a Terranex box. Your biggest problem is that if this project was edited in 29.97, the cadence on each shot can be different. Avid is not going to be able to deal with that. The Terranex can adjust by edit to the new pulldown cadence and adjust on the fly.

Thanks, I will look into these options. I wonder if the console option will convert the audio too?
I was also recommended Episode Pro as a software option. A colleague sent me a sample of a SD 29.97 clip converted to 1080 23.98 psf and it looked acceptable.
We ended up going with the Terranex conversion. It did a great job. The Avid console trick produced horrible results. Some of the cuts looked like quick vertical wipes! I appreciate the input from everybody, thanks!
For one thing, the terranex is able to do reverse telecine cut by cut on the fly. The Avid approach can't do that at all.
But you get what you pay for....
We just did a 80 minute film the same way. Super easy and not expensive at all.

Since the project was mostly archival video footage I would expect the material to have no pulldown, that is if by "archival video footage" you mean video original footage and not telecinied film transfers.

Thanks for the feedback. That is very useful.
