I used media composer software <mojo> 2.8 on Mac powerbook G5.
I have to do a project that shooting by 24 fps with audio sync and they telecine in 25 fps transfer into
beta sp so i have to work on 24fps project on avid because of sync.
Finally they will use this project for cinema ad in theater .
My question is what i have to do for EDL export that properly way with this.

Sounds like you are in the PAL world. It's completely easy. You supply a regular EDL, usually CMX3600, depending on the post facilities preferences. This EDL will have TC25 as source and record TC's. The principle is that in picture post, a frame is a frame is a frame, no matter how many of those frames will eventually be played back per second. The conform will have the exact same amount of total frames. Also supply them with either a 25fps digital cut to a PAL tape or a 24fps Quicktime movie (DVPAL, framerate set to 24fps). The important thing here is that there needs to be no pulldown in the picture, so a frame is a frame is a frame.
Sound post, however, will need a 24fps playout from you to work against. This can either be a 24fps Quicktime export (DVPAL, framerate set to 24fps) or a digital cut at 24fps with pulldown.

Sorry ,i just confusing about if EDL is 25TC so that what you said is "frame is a frame" that mean even it's come by 25tc EDL but my project work on 24fps so it would conform as 24fps right? In case that i'm not pull down.

When conforming picture there is no absolute necessity to determine the playback speed. When conforming, you need to make sure that one frame of film equals one frame in your timeline and will match up to one frame in the conform. So if you ask if the conform will be 24fps, it doesn't really matter, as long as the total amount of frames match up.
Whether those frames are numbered sequentially, counted as 24fps or 25fps does not matter, since it will not change the actual total amount of frames. The playback speed of the conform should eventually be 24fps to match up to the sound.
An 8-second clip in a 24fps project will consist of 192 frames. If you create a 25TC EDL from it, it will have a duration of 7s17f, rather than 8 secs, because 192 frames counted in 24TC is 8s00f whereas the same 192 frames counted in 25TC is 7s17f. Even if the conform is done in a 25fps environment, the conform will consist of 192 frames, which, played back at 24fps will again run for 8s00f.
So yes, confusing as it may seem, even if you are working in 24fps, (for film projects) it is common to conform based on a TC25 EDL.

What if they want to use this for TV commercial that suppose to be on air by beta sp so it need to be 25fps on tape .
If i work on this 720 frames for 30 seconds TVC for 24fps .
It will be 28sec 8 frames for 25fps.
How do i deal with this?
If they actually need a 30sec@25fps spot, you should make a separate cut for that. In your Film Settings, you can choose to set the edit rate to either 24fps or 25fps. In the timeline and in the TC window, you can calculate both 24fps and 25fps lengths and TCs. For the TV version, you'll need 750 frames rather than 720.
Besides the edit rate (which I always tend to leave at 24fps, but which currently may unfortunately default to 25fps), you can also choose both a 25fps or a 24fps digital cut to tape. So laying back the 25fps version to Beta SP shall be a walk in the park.
Then sound post however will have to deal with the speedup for TV. That means that they either need to adjust each audio element to match your 25fps playout, or you need to give them a 24fps playout (that runs longer than 30secs), have them do a final mix, then have them time compress that mix to 30 seconds and relay that time compressed mix onto the 25fps Beta master.
You might want to check what the demands for the theatrical ad are. Sometimes, these are less strict than broadcasters, who'll need exactly 30s00f at 25fps. If the theatrical release can be 31.25 secs, you can make one 750 frame edit, which you can deliver at 24fps for film and 25fps for PAL broadcast.
