the disable locators popup menu is in the hamburger menu in the locators window.

In the tool menu select locators window, then in the hamburger menu select disable/enable locators popup. When enabled the locator window will popup anytime you apply a locator.

I have mapped an add locator menu item to my keyboard, also I have mapped to my tool palette two pulldown menu items, 1 - locator window, 2 - disable locators popup. Anytime I want to toggle between windows popping up or not I click locators window icon, the the disable locators icon.

I use different coloured locators for different uses, ie video conform, audio conform, directors notes, producers notes etc.

Not in 4.8.4 'cat. It still worked the old way. In addition, the OP did not want to disable the window, they want to activate it with a keyboard command.
