yes I want exactly this, that avid starts to render transitions of an effect pack over more layers from the ground to the top. Because right now it starts from the top and wasting a lot of time and performance.

The result of this would be concatenation, and in many situations produce banding where a clip is re-rendered several times with level changes to the possibly 8 bit render codec. Rendering top down will calculate the end result of any level changes in 16 bit (12bit for CC) and render.
Ok, I undersatnd. But then I suggest to make a user-setting available, so the user can deside between performance and quality.

I will caution that rendering from the bottom up, even though it will be faster it WILL result in a lower quality render.
If you really want to do this, open the console and enter the following command:
ToggleTrackRenderingOrder
This is a toggle so it will change between doing it from the bottom to the top or from the top to the bottom. This command will also PERSIST, meaning it will be remembered on that machine between launches of the software.
