Can this update be applied on a machine running macOS 10.7.5 that is currently using MC v7.0.4? We need to stay on 10.7.5 for other reasons.
Is there a reason why media Composer 7.0.7 does not support El Capitan?

It was never tested. It could work, but you'd have to run it at your own risk.

Yes because 10.11.x was released around Feb / Mar 2016 and was supported first under Media Composer 8.5.0 and 8.5.1.
MC 7.0.7 while released in May 2017, was a bug fix only release and the MC 7 code base was EOL at that point so customers were quite lucky to get 7 patches actually. If you look at MC 8.0 from May 9, 2014, thats a long time back ( 4 years ).
Testing spends a lot of time on newer code base and I am sure there was a reason why MC 7.x didnt go higher that 10.9

One of the main reasons we hung on to MC v7 was the use of PhraseFind (and ScriptSync) while those products weren't available with MC v8.x.
Now that they are back, and as camera formats continue to evolve (requiring new plugins with newer software) there's probably little reason to stay with v7.
