A QuickTime Reference cannot refer to any linked/AMA media. All media in the sequence must be Avid-native.
One way to get there is so mixdown, then QT-Ref the mixdown.
Another way to get there is to transcode (or consolidate, when codecs permit) the SEQUENCE, checking the "linked media only" option, creating a new sequence consisting of all Avid-native media. Then, QT-Ref that.
Another way to export is as ramz434 suggests - forego the QT Ref entirely, and export "same as source." Avid will indeed prompt you to export as whatever you've set in your Media Creation settings.
The EXCEPTION is if you have any Avid-native media in your timeline as a "long-GOP" codec like XDCamEX or XDCamHD. If you have that as Avid media in your timeline, it won't let you export same-as-source.
Confusing? Yes. Very. I have literally written manuals for coworkers and visiting editors on how to export, and what caveats are in play, and I wish Avid would simplify this.

Right-click the sequence, go to "Consolidate/Transcode." You can transcode here to whatever codec makes sense, probably one of the DNxHR options. These files will be much larger than the originals, so make sure you have plenty of drive space.
There'll be an option in the dialog to process "linked media only" - enable it. That way, if you already have any Avid-native media in the timeline, it'll skip those clips. I also like to enable the option at the bottom to "create new sequence." That'll preserve the old sequence that has linked media, while giving you a new sequence with transcoded media.
Once it's all done. you'll have a whole bunch of new clips, and a new sequence. Those new clips are references to the new, Avid-native media that makes up your new sequence.
Personally, I like to take all these new clips, and the new sequence, and throw them all into a new, separate bin. That way, when it's time to finish the project, or even after I do this export, I can safely wipe all the sequences, clips, and media in that bin with no problem.
The new sequence will no longer have any linked media, and you can QuickTime-Reference it.

the easiet way for me was to use sorenson and convert the MP4 (sony 4k) to <file.mov> , then imput to AVID MC 2018.1 ....
export sequence to quicktime ref and
then use sorenson to export to a 1080p 28.97 output file .... it runs on many computers and TVs
watch out, some TVs do not support 4k format while using a flash drive (usb stick)..... before you buy a tv
take a 4k usb stick with 4k format(s) and see which one works !

i did buy drastic , but exporting it to a r quicktime ef file, doesn't work.

Do not blame Avid. It is Sony who use a codec which has created a lot of similar issues with other editing software. Sony should offer the necessary support for their private, non-standard codec.

I haven't read through every post in this thread but I am seeing plenty of bad advice being thrown around.
Sony (via Nablet) now have a paid XAVCS plug-in via their website here...

I have used this and it works as advertised.
There are other workflows that are fairly simple (ie, involve wrapping to .MOV rather than transcoding) but for $89, I don't see why you wouldn't just by the nablet plug-in.

Just to summarize your options:
Use the free Avid generic plug-in available with MC 8. It has a 1-frame error that might be acceptable (assuming you shoot with header material). Still trying to figure out if timecode is supported.
Use one of the paid plug-ins from DrasticTV or Nablet. These work on earlier versions of MC as well and definitely support timecode.
Use an application to re-wrap XAVC-S into a .MOV file. Very fast, no transcoding, but requires using the QuickTime plug-in, so no native processing. Can create timecode for media which doesn't have any. Might overwrite existing timecode.

BTW, just a quick test using the same clip (UHD 30P XAVC-S), linked natively using the generic plug-in, rewrapped into a .MOV file and linked using the QT plug-in, and both clips transcoded to DNxHR HQ. All of the media is located on an external drive connected via USB 3, so not the fastest I/O. Monitoring is on a 4K TV connected via a BMD Intensity Pro 4K.
Native linked and DNxHR play back without stuttering. There is no noticeable degradation in the DNxHR transcoded media (based on comparing fine detail in the shot). The QT linked media stutters badly. Which is expected, given the fact that it's a 32-bit plug-in with limited memory available to it.
I have to still transcode media from the sony 4k (file.mp4) format using sorenson (to *.mov) or "adobe media encoder cc" using "match source" format (h.264, high bit rate) => file.mp4 / i'm almost sure i lose pixel detail during this file conversion process.... the file size from sony is 10x bigger than the one that is produced (e.g. compression or loss, not sure which)
Using either method above, import media into MC 2018.11 ( a lengthy , time consuming effort e.g. "input media"), why can i just import directly in MC (sony files directly) ? no excuse why it can't be done, it's just software...right?
seriously , Avid ? i posted a few years ago, and still nothing has been done..... talk about a time saver !
In conclusion:
I would love to have the ability to load into MC 2019.x directly , any 4k media from Sony (file.mp4) .... as import clip - don't you like sony AVID,,,, ??

as an aside - at least adobe has batch mode for conversion / while sorenson can only do a few files at most before crashing with 4k format... i can see that sorenson, could not compete with adobe.... (personal commentary, here)...
Have you tried simply changing the file extension from .MP4 to .M4V? With a bunch of the Sony cameras, this is all you need to do, forget about transcoding or ffmpeg, try this first. You should be able to AMA link directly to them now and transocde. Why are you importing? AMA is far quicker.
Regarding your QT ref - mixdown your sequence first to a DNx based codec. Either QT ref it or export a SAS QT and use that as your master for striking deliverables from. This is also beneficial if in the future you need to create additional deliveries and it also makes it easier to archive your masters.

This is the best suggestion i recieved on this matter of conversion - just changing the file extension is pretty easy , run, cmd, cd dir, ren *.mp4 *.m4v .... dun !
as to the mix down , I have not tried it yet , but your suggestion seems sound.
