For the second half of your question the standing generic answer supplied by Avid is here:
http://community.avid.com/forums/t/133343.aspx
For the first half of your question....we are all still in the dark on that one.
The answer comes back from Avid the same..."make sure your on the email nortification list"....."later in 2015".
But they also declare the caveat of "[there] is not a commitment to deliver any material"..."release....remain[s] at the sole discretion of Avid".
It's been asked in Twitter, Facbook, these forums and through emails.
You might notice that Media Composer is on sale till December 31st for $29.99. With only slightly more than 8 weeks remaining in 2015 it may be likely that it's not comming till after the first of the year and thay are not abliged to notify us of any changes.
I Quote (Bolds are mine):
"Avid plans to release Media Composer | First later in 2015. Because it’s still under development, please note that the details provided are intended to outline our general product direction, for informational purposes only. It is not a commitment to deliver any material, code, or functionality. Certain features may be only available as purchasable in-app options. The development, release, and timing of any features or functionality remain at the sole discretion of Avid as part of our development plan for 2015 and are subject to change without notice."

Select this option to subscribe to Media Composer on an annual basis (...price shown is the monthly charge).Your subscription requires a 1-year agreement and includes access to all future Media Composer releases/upgrades and support for as long as your subscription is active.
MC for $29.99 is not the same as $29.00 per month with 1 year commitment.
What ever the difference are...
That wasn't my point.

Wow just read that First is delayed to later 2016
In my option Avid discovered that
1- Enthusiast doesn't have a Quadro card an never will buy it
2- Enthusiast need a good Xavc-s codec support

I cannot dissagree with either point.

Hello switthaus,
switthaus:Is MC|F even in Beta yet?
Last I was updated, yes it is but don't quote me on this.
Regards,
Ralph
Out of curiosity- what hardware environment and skill would qualify one for beta testing?
(crickets...)
We delayed development for a bit and we’ve once again picked up engineering the Media Composer First product, look for news in the coming months for more information.
Spot on Ralph - this was sparked up again after IBC. Thanks for posting this.
