Before going ahead with this, what's the difference between the two? Does the system then create & store new media? As I've already done quite a bit of fiddling with sound clips, will my existing edits be affected at all?

I'm not in front of the Avid right now but consolidate is for saving either a copy of just your clips, with handles, in the cut, or deleting the original media and gives you the ability to consolidate to another drive. You have a cjoice of creating new sub-clips or linking to the original master clips.
Transcode is for changing the resolution or SR of the clip and retains the same link so should not affect anything in your cut.
Alternatively you can delete the media only of the problem clips and then use batch import (under clip menu I think) to re-import the media at the correct SR (using the settings mentioned earlier).

Project Window, Settings, Audio Project Settings.
On a sidenote, I don't think Win 7 Home is supported, only Win 7 Pro.
