I do this sort of thing in After Effects. I assume that you are attempting to recreate the effect of a tube TV turning off. So in the hope that you can get your hands on AE, here's what I do in broad terms..

1. Create a new comp with the footage you want to process. Drop a curve adjust on it, and over time, change from linear to something that I can only describe as "extreme S". The end result should be black- and white- crush.

2. Add a new layer with a black solid, and drop a noise effect on it. The blend mode should be set to "Add", and the opacity should be adjusted from 0% to 100% to complement the effect on the video layer below it.

3. Convert that whole combination to a premix, and place a black solid below the premix and an adjustment layer above it

4. Scale the premix vertically until you end with a horizontal line.

5. About a third of the way into the vertical scale, start a horizontal scale 50% longer in duration than the vertical one. You should end with a dot in the centre of the screen.

6. Put a glow effect on the adjustment layer and ramp it up as the horizontal line collapses. You should end with a hot white dot with a halo around it.

And that's it. Play with it until it satisfies you. With a little effort it could be converted to MC and Boris effects.

I can point you in the right direction but really can't tell you how to do it. Someone will jump in soon with the info, but look in BCC open GL it has a tv damage effect. Also in Plasma Wipe Techno they have a tv noise filter. You can play with these and see what you get.

I want to do the following:
video footage image (i can deal with audio) i have recorded begins to distort then white noise like tv reception breaking up appears then finally its replaced by static entirely.

FLOW:

1. distort like tv broadcast signal going out
1.1 turns entirely to static
2. then turns into white line horizontal centre
3. then single white point in centre

total effect ~ less than two seconds.

I have the latest AMC.
