Is there an effect where you can (easily) blur the background of a person talking?

There is a Blur effect in the Efect Pallet but, if your subject is not on Green Screen and you are not planning on keying, you will need to do a two layer effect and use the Animatte to cut a Matte around your subject.

You could try the BCC witness protection effect set to blur then invert it.

or duplicate the shot onto V2 blur and use animatte to make a mask.
