In all fairness to Tomas he has seen something that could bother any of us if we happened to use the same setting as he did.
I am just now uploading a short Video summary of the phenomenon.It will be posted in this reply shortly!

My guess is that when anyone chooses to "show effect contents", then the V2 track turns black and the "Filler" text, which is also black, disappears (camoflage!")

I'd go as far as sending you 2 shirts in trade for your DX. I'll put a couple of shirts in the mail to you and watch for the DX in a few days.
So, this is apparently usual behavior and operator error instead of really being isolated to 4.02. I think it's important to put the answer in text in the thread in case the video isn't accessible to folks who read the thread later.

With DEFAULT SETTINGS!Create a blank track (The track will either be gray, or whatever colour you have chosen for it)Place the 3D effect on a blank track (e.g. V2) on the time line.A filler is created.It can be on any track height and always visible as a filler.It can be trimmed and moved.
Change the DEFAULT SETTINGS:Go into "Settings", "Time line" and check the "Show Effect Content" boxCreate a blank track (The track will be black with a horizontal central line) (I don't remember if it is black before you add the effect or not. Don't have MC running just now)Place the 3D effect on the blank track (e.g. V2) on the time lineA filler is created BUT IT IS NOT VISIBLE because, as I understand, the track is black and the word, "FILLER" is black. So you cannot see the text. If you use the CTRL+K keys to decrease the height of the V2 track.. the word "FILLER" will become visible eventually, as it will change colour!If you go into trim mode, you can use the rollers to trim the black area.If you then move the trimmed clip along the time line, the "FILLER" text changes colour and is visible as you drag.
This is in MC 3.1.2

Yes, this seems to be the fact with all versions of Media Composer, turning effect viewing on and the filler will not be visible with a track height above a certain size.

One question explained, another one still to be answered, why does, for example, the Avid Fx editor or any of the reformat editors always create visible fillers, if this is a feature, it should affetct all filters in the same way, as it doesn´t , it seems to be closer to a bug than a feature ...

1. If you have the "Show Effect Content" box unchecked, do you see examples of filters that DO NOT(as you say) create fillers.
2. If you have the "Show Effect Content" box checked, do you see any examples of filters that DO create fillers?
I still believe that FILLERS are being created in all cases. BUT because of the text colour being the same as the background you cannot see the words!
If you can see the word "FILLER" then either the track is not black, or the text is not black.Let's wrap up this thread with final words from all who have something to say and then, Tomas, start a new thread with your new line of query.

Yes, as described doing a very fast test without analyzing to much, both the Avid FX editor and the effects inside the reformat folder are always creating visible fillers, no matter what size or setting for the sequense
