Dear Avid Editors and Developers. I have used Avid Express 3.0 through to 4.5.3 Meridien PC since 1999 to produce a Canadian Weekly Spiritual/Entertainment/Variety Show. If interested see at www.aspiretv.ca/
Now we have to do Closed Captioning so I contacted Avid, my reseller & friends in the Biz with no luck. Avid says Meta Sync may be a start point. Some suggests third party imports of scripts, etc. We know that it is vertical blanking line 21 is the point of descriptive video, but we do not know how to execute this.
Please help this stumped editor. Thanks to all in advance.

You need to get an external Closed Captioning box. (or FCP)
Then you can either create the caption file which is just a text file, yourselves with third party software or outsource it to a captioning facility who will give you the file to use. MacCaption is an example of third party software for this.

At the risk of hijacking - does MacCaption do Open Captioning or is it Line21 only?

Not sure. BUt it does handle HD captioning also which is not part of the picture.

I recently had to get an HDCAM show closed captioned. We had to go the external CC hardware route. Our CC guy couldn't believe that Avid couldn't import his captioning file. He normally uses Final Cut for this and I guess it works just fine. I hope Avid implements this into their software soon.

This just started working in FCP 7 with a Kona 3 card. Around a month now.
