No, thats not it for me. On my machine it looks like the "flip on vertical sync" is being ignored.
I dont know if you play PC games? Well, if you did and were playing something with a high frame rate on a crt monitor and you hadn't turned on the flip on sync command from the vid card or app, you would get a horizontal line across the screen where 2 different frames were drawn. The exact position of this would vary and it would look like it is flickering.
This is what I am seen on my FSP on MC 3.5x , Vista 64 (running correct QT and nvidia drivers). The position of this line/break is always top third of screen and is most evident on shots with movement. No amount of triple buffering, vid card sync settings or combination of Avid settings removes this break line. Its like the flipping is occuring at 60hz and ignoring my 25 fps project. I havent been able to try this on XP but others reported this wasn't a problem until they hit Vista. Vista handles video overlay differently to XP (AFAIK) so I suspect the "flip on sync" command in Avid isn't doing its thing.
I too am reasuring clients that all is sweet by showing them final product on a HD plasma on a domestic Bluray where all is sweet, confirming that the actual production and clips are fine - its a FSP thing.
I'll add that it occurs on DVCAM played full screen as well as XSI DNxHD files and P2HD files.

Same here, the test clip is a field problem, our problem is this: take the screen height, devide into three large bloks equaly in size, and the effect or problem will be that the three large horisontal blocks dont update at the same time, thus tearing. Hope this makes sense, we can't give you a example cos it's a display problem only, i'll try to capture the screen.

Yes, I think that I understood your probs however not beeing able to reproduce that.
That clip I posted a link to has the same behaviour by the way, looks as what you are seeing when played from the app and looks perfect played from a bd disc.

This is a simulation of what it looks like. Tried taking a still and gave up! Cant screen dump naturally. This type of frame, displayed 1~2 times a second. So overall the playback works but with flickers of frames like these. Like I said, the flip on sync isn't forcing the flip on 25fps and you get partial frames - which makes sense on a 60Hz refresh LCD. I dont see one bottom 3rd, only top third for me.
I'll add that if you export a QT movie and play it in the QT player on the same monitor it works just fine - no tear...

Interesting...I had the same playback problems until I updated my nVidia 8800GT driver to the latest available. It is odd that I have NEVER experienced this "video tearing" in Liquid 7.2 SP1 or in Adobe Premiere Pro CS4!!
Yip, this is it! If you look close you'll see the same in the source & record monitor and full screen mode.
This only happens in Avid MC software, all other players and Adobe software displays are fine.

I'm running Phillips 20" widescreen LCD monitors, one year old from brand new, they can only be set to 60Hz? I don't think this is a frequency problem though, could it be the way Avid talks to the Gcard? I'm running the Nvida FX1700 as supported by Avid with the driver Avid supplied?
Same here. 37'' Philips LCD, DVI to HDMI. Qualified Z800 with FX4800, Vista64. Hope they'll find the cure for the problem.

Having perfect monitoring is the first thing I'll expect from Avid, that's why we buy expensive more supported systems with Avid hardware.

Can the cure be expected in MC 4.X? It was brought up on the bugs list, but has it been a priority for the coming release?

I could do a quick test, but you'd have to remind me what the issue was, and how to test it.
The issue is that when playing video, tearing occurs and it does not go away even if you choose vertical sync for the graphic card or flip on vertical sync. The tearing occurs for all types of resolutions and framerates. Some times the tearing goes away when choosing flip on vertical sync, but in return the playback is rendered useless by stuttering and hickups.
It may have to do with how Vista and Avid works together, but it's only a theory.
My system is the laptop specs below together with MC 3.5.4 on Vista 64bit
