(V4) Has a Lower Right Bug Logo (On the right of the Black Bar at the bottom of the screen)

(V3) Has Filler with a Static Effect Vertical Wipe (Creates a Black Bar at the bottom of Screen)

(V2) Has a JPEG with Picture-In-Picture Effect (Computer Monitor with a base stand) -- PIP is used to resize the monitor picture.

(V1) Has Video (that is being totally covered at a point in the program)

I want to place a JPEG Photo with another Picture-In-Picture OVER TOP the video in (V2) -- that is already using a PIP Effect
