I don't know where you're based, and I don't particularly care. What I do know is that a lot of the people posting here don't have english as their first language. Some of the most helpful in addition to their mastery of Avid and willingness to help, speak not just two but multiple languages. Can you say the same?

Okay, I am running Avid on Windows XP 64bit OS. I do not capture via firewire. I have Sony EX1 so all I do is drop the files in. From what I understand, the major of the problems with Avid inside XP 64bit is when capturing, correct? So if I don't do any capturing, am I on a safer side?
With the above said, I purchased a new SCSI card so I can use my existing SCSI drive. I manage to install Vista 64bit OS on my current system and guess what, I hate the operating system. For whatever reason it is, Vista is so darn slow. I have a dual Xeon 3.6Ghz processor, 10GB RAM, and nVidia Quadro FX 4400 video card and Vista is running like I have 512MB of RAM. Vista rate my video card as 3.5. This is rediculous. If I can't figure why it's so darn slow...I'm going back to XP 64bit provided that I may not have many problems if I avoid capturing.

You might want to check all your drivers, settings, etc. Vista 64 with 10GB's should be a screamer. Although Dual QC's would help ....

Whenever IE browser is running or any application is running, the CPU levels goes up from 90% to 100%. The RAM remains 1.5GB.

The only Vista system I have is a laptop which has a hidden partition from which it automatically installed Vista on the first startup. This system was also extremely slow at first but I knew from long experience what to look for. Symantec/Norton security software was also automatically installed and it was the first thing I removed. For the past few years, I've known how badly it bogs down even the fastest systems. I no longer use it nor do I recommend it to my computer repair clients.
Even after you know you don't have the Symantec/Norton software running, if that system is connected to a network (internet, local network, etc.) there's a Windows process which may take 100% of the CPU resources until it finishes setting up. This is one of several instances of svchost and would typically be the one assigned to handle DNS. Once it finishes its routine that first time during a Windows session, you should not see the CPU usage problem again unless the network is disconnected and reconnected or you reboot Windows.
This was a pretty big problem with XP. As far as I can remember, I have not had problems with svchost in Vista but it would be one of the first two things I'd check on any system. First, remove the Symantec/Norton software (if any) and second, check out what svchost is doing when CPU usage is high. Of course, install replacements for the firewall, antivirus, antispyware, etc. if those are removed and you're on a network you don't trust 100% (such as the internet or any network you don't have full control over).
If it isn't either of those using all the CPU resources, then look at what process is taking it all up (or which combination is taking up so much). You can use the Task Manager's Process tab or even better is a free utility from Sysinternals.com (now part of Microsoft) called Process Explorer.
It might help to move into a new thread if you want to investigate it further. I'll be happy to step you through if you're unsure how to check into this symptom.

Yes, my machine is more than 3 years old now, I " only " have 4 gigs of mem on it but, at the same time that it is very fast, it is the most reliable system that I have ever used.
I went to the online store but could only find the upgrade from Avid DV or XPressPro for $395. I already did this upgrade. I am currentlky on 3.0 I thought there was a less expensive option than $395 to upgrade from my version?
