I've got 9 frames of end credits, plus two rolling titles after that. The first rolling title is fairly short and has no problems.
It's the second one, longer, that plays on the monitor screen and on the burned DVD when played on a TV that has a discomfiting "ripple" or slightly moving line horizontally, only 1 or 2 at a time. This second one has a black, filler background. The horizontal line is almost like looking at a tv with a scan line running slowly up and down, but not quite as geometric, a little more fluid looking. It also reminds me of videoing or filming a TV screen.
I've created the whole thing again starting from scratch, thinking that maybe the issue was that something got damaged in that particular file as I had to edit it many times to get the right look. But it still turned out to have this problem in the new version.
Am I doing something inadvertently that might cause this? or what? I don't even know how to describe this problem accurately.

Sorry, I just can't imagine what this looks like... And did your really mean it's only 9 frames, that is a third of a second?
What are your project settings? Progressive or interlaced? What framerate? Did you use title tool or marquee? How did you export to DVD? What settings there?

Ah, that clears my first question...
The titles that are cards and the 1st rolling title are all separate, as is the problem rolling title, which is the 2nd rolling title. Only the 2nd one is affected.
The project is 29.97 framerate, progressive, non drop frame.
The tool used is Marquee.
The problem occurs whether looking at this 2nd rolling title in the Avid Monitor, or with Avid in full screen mode.
It also occurs on a DVD made using this process: export QT reference to Sorenson Squeeze 4.5, settings for exactly that, to Sorenson using the Avid default, except changed to RGB. Avid DV codec.
Sorenson prouduces its mpeg2, I think its an m2t and an mpa file, something like that. I see that m2t is usually associated with HDV, but this project is mini dv; sorenson just creates that out of the stated input, and the mpeg2 /NTSC Lg filter.
DVD Achitect 4.5 by Sony creates a DVD from this. That DVD, exactly like the Avid platform itself produces the problem.
The 1st rolling title does not have the problem, only the longer one, the 2nd one in order, has it.
The problem is that as the roll goes by, at any one time you can see a horizontal line across the screen, traveling at a different speed than the roll, i.e. it travels up through the text and through the black, there are at most 2 maybe 3 of these lines at any one time. These lines appear as a kind of "bump" across the screen, not in a different color; maybe if you stop it you could see a very slight discoloration there in the line. Next time I fire up the edit machine I'll try that. I'm on my email machine right now.
Another way to say it is you held a piece of glass over the image as it rolls, the piece of glass has a very small, maybe 2 or 3 pixels high bump in the glass horizontally across its width, and you moved that slowly up the image as it rolls. You'd see something like I'm seeing.

I have seen this happen before if the font size is too small or if the titles are rendered at DV25 as opposed to DV50 or 1:1.
If it's possible, try varying the roll rate and see if the effect varies. If the horizontal lines in your font start on an odd TV line on one frame and an even TV line on the next because of the roll you can see this sort of effect.
