You can draw both the shape of the clouds and the text in the Title Tool.

 BUT THERE IS ONLY STRIGHT LINES OR SHAPES IN THE TITLE TOOL

Don't type in ALL CAPS.  Also, look again, because there is an oval shape in the Title Tool.

 You also have the animatte effect which allows you to create custom shapes.

 photoshop and you can cut one out of a image of real  clouds
