Why do you think that Blu-Ray burners are manufactured if you don't need them to burn Blu-Ray media?  And why do you think that Blu-Ray media is manufactured if there's no need for it?

If your final compressed file size is less than the capacity on a standard DVD (4.7 gigs), then yes you can burn it to a regular DVD. BUT, it'll just be a file that a Bluray player can read, there won't be any chapters, menus, etc.
