I spend some time setting up my Xpress Pro working interface with custom colours, timeline displays, etc. Is there a way to move my user settings from my Xpress Pro 5.8.3 to MC 2.8.3 or do I have to start all over again in MC. If it is possible, what settings file am I looking for.

Sure it is. Just go to USERS>SHARED>XPRESS PRO>AVID USERS and copy your user folder to a portable medium.
IF you are just upgrading on the same CPU, there's no need to move anything.
Do you really want to know what's wrong...or do you just want me to fix it?

Just as a test I uninstalled XPro 5.8.3 so I could just have a look at MC 2.8.3 while I wait for my Dual Intel. When I installed MC I did not get the interface colour settings, so I assume that even though XPro settings are left I need to move then over the the MC folder.

User settings are in different folders for different applications. Not that you should have two installed at the same time, but your new MC software is looking for user settings in USERS>SHARED>MEDIA COMPOSER>AVID USERS.

Note an experienced editor, more a shooter. I wasn't sure you could move user settings from one avid product to another. Anyway both BLKDOG and you have educated me in that regard. Thanks.
