I fast imported my 1080i HDV source files into an HDV 59.94i Project, and cut them together on the time line and added color correction without technical issues. However, as soon as I try to add a simple dissolve scene transition, I get this error with a pop up dialogue which says "insufficient source" on both sides of the cut and I get a 0 frame dissolve ! Why ? What's wrong ? Can those more learned than I please instruct me as to what the work around could be ? Is this error related to the retarded HDV Long GOP file structure ? I get the same error at every cut. If I try to send the sequence out to DVD, then I just go ahead and transcode to DNxHD codec and all is well for output to SD DVD, but what's with the inability to add scene transitions ? I can't add any kind of scene transition without creating a zero frame effect which I cannot even modify manually.

Usually this is caused by not having enough handles on the clip to make a dissolve out of.
For example, if you have 2 clips that are 10 seconds each, and you edit all 10 seconds of each of them into a sequence, you have used all the available frames in the sequence, and will not be able to dissolve between them because there's nothing left to make a dissolve from.
Could this be the case in your sequence?
If so, the solution is to capture a little extra at the beginning and end of your clips, and to leave a little extra at the start and end of source clips to make a dissolve out of.

....No, this is not the case Carl. I can't add transition effects anywhere in the timeline. I have long sequences and I can assure you this isn't the case. This seems to be some kind of malfunction, and it's a show stopper for us because HDV is the bane of our existence. I'm trying to do a work around by exporting my sequence as a 1:1 Quicktime and re-importing this into a regular 1080i project, then adding cuts at each scene transition and then drop transitions in accordingly. I don't know yet what affect this will have on the overall quality of what we're doing. This is our main concern at this point.
Just to clarify -- is this your original working timeline, or did you recapture an existing timeline? Also are you working from tapes or P2 cards?
If you recaptured an existing timeline, it may not have recaptured a handle on each clip, which is a setting you can change.
Some other things to try:
clear all in/out points on the timeline -- they could be confusing MC about the clip you want to trans
use the trim to tool to see if there is actually any extra footage handle on the clips you're trying to dissolve
Have you rendered your CC? I know with AXP, if I CC, then try to trim, it will unrender the CC on that clip -- but I'm not sure about MC. It could be something to think about.

Also, since you're working in HDV, have you tried switching the project over to DV and making the change there? Worth a try.

If you used all the available frames of every clip, it wouldn't matter where you tried to add a transition, you still wouldn't be able to do so.
I'm not trying to be a pain and discount the possibility of a malfunction, but I've never seen anyone get the error message you got as the result of a malfunction. It's always because they've used all the available frames.
Just for a test, can you try this:
1. Load a clip into the source window. Mark an in 2 seconds from the start and an out 2 seconds from the end.2. Edit the clip into a new timeline.3. Load another clip into the source window. Mark an in 2 seconds from the start and an out 2 seconds from the end.4. Edit the clip into the timeline right after the first clip.5. Try to put a dissolve between them.
If it works, then the problem with your original sequence is there aren't enough handles. If it doesn't work, there's a malfunction.

.....BINGO ! This may well be the problem I did have to use all the all the clip footage in every clip. This is probably why I can't add any transitions I'm 99% sure this is what's happening. Let me check some things and get right back to you.
