If i upgrade my XpressPo to Media Composer 2.8,
will i be eligible for a free MC 3.0 (when it'll be released)?
or i will have to buy ($$$) another upgrade again, this time from 2.8 to 3.0?

From what I can tell, that FAQ mentions the purchase of MC 2.8, not an upgrade from AXP to MC. Also, it mentions a support contract. Maybe I'm missing something.

And the upgrade from AXP to MC2.8 qualifies as the "purchase a new copy of Avid Media Composer software"?? Because that is not 100% obvious to me. If I were the OP, I'd have similar doubts. And when I doubt, I always assume I won't get the benefit of it ;-)
Keep in mind your computer specs as well. I could be mistaken, but I believe that 3.0 requires higher specs than 2.8.

I had these exact doubts and Marianna confirmed that yes, the upgrade is eligible for the free upgrade to 3.0.
I too assume the worst. I'm not as disappointed that way when things don't work out.

Then we will have to see whether or not an upgrade qualifies as "the purchase of a new copy of Avid Media Composer software v2.8.x."
The question is clear, the answer is debatable. That may be tiresome, but I don't really care about that. I'm merely pointing out what I read there.
