So my problem is video does not playback in the Composer Window, either side. You hit play and the video stays frozen on the first frame while the audio plays. Hit play again and the video updates to the current frame.
You can drag your mouse around and it updates frames quite fast, but will not play back at normal speed or any speed
I'm kind of our of ideas of what to try next. So yeah, I got no clue and any help would be wonderful. Specs below.

Kinda hard to help without system specs, but I would suspect it is a video card issue, meaning that you are not running a video card that is on the recommended list, or you if you do have a recommended video card, then you are using a non-certified driver.
I had this same issue when I first got MC...I was trying to run it using an ATI card and MC didn't like it....the workaround at first was to use the Legacy video overlay feature in the console (I don't remember the commands, but a search in the readme mentions it I believe), I then purchased a QuadroFX 3450 and everything ran smoothly.
I found this on the legacy video overly...here is a copy and paste from the original post from BAKLAP:
Legacy Graphics Cards (Windows Only)With some older generation (or legacy) graphics cards, you might find that desktop videoruns very slowly or that a “Serious Error has Occurred” error might appear on startup. Somesystems with legacy cards might run better if you use the old legacy (DirectDraw overlay)code instead of the current OpenGL shaders. If you receive the “Serious Error has Occurred”error upon start, hold down the “L” and “O” keys when launching until the first dialog boxappears. I very highly doubt that Media Composer will run with that card. On the PC it is designed to run with QuadroFX cards.
I ran into this yesterday. It was with content edited into a duplicated template. I don't know if this is your situation, but this is how I fixed it.
There was a problem with with the duplicated template, I guess, somehow, it got corrupted. I used the content from that template and edited it into a new duplicated template. That fixed it.
You can also create a new sequence (if you are not using a template) and try editing your already cut content into it.
If you are on an Adrenaline, you may want to power cycle the box as well.

Like Mark said above, you're probably not going to get that card to work. Here's a link that might help, but you're probably better off on another system with a Quadro FX card.

The problem isn't that you're on a notebook, it's that you're on a notebook that has a graphics card that doesn't work with Xpress Pro. As you're finding out, there are very specific system requirements for Xpress Pro.
