what kind of Lacie drive and is it RAID or ???? and what driver version? ALso I cant recall if you are on MC 2019 or 2018?

not the end of the world - a little anoying though.
Check the external drive for files or folders containing slashes in their names, e.g.:
"Footage 11/26/2019"
Doesn't matter where they are in the filesystem... I've seen this cause problems with MC.

We have had intermittent issues of all sorts with G-Raid drives. They sometimes have various files on them that tick off Macs. Does it try to load a second partition with "Tools" or such in it?

Would initializing the drive to have smaller partitions. 3x 2TB partitions for instance.

- Can you tell at which point the initialising gets stuck? What is on display in the splash screen?
- What is the drive's file system?
- If possible, as Alayne Holmes said, I wouldn't bother and just re-initialise. Number of partitions at will. One should be fine though.

i dont really want to re-ininalise if possible.
Has the drive been used for editing before?
Is there an Avid MediaFiles folder already on the drive? (If so did you try to temporarily rename it?)
How much data is on the drive?
When you changed the permissions for everyone, did you apply the permissions to enclosed items?
I don't know whether APFS has Avid's blessing for external drives. I recently used an internal APFS NVMe without problems. But unless forced otherwise I stick to HFS for local media.
I had issues on a media drive (HFS format, with system drive APFS), where I could not injest media to the drive. It kept the files in a "temporary" folder but never incorporated the new material into the database until I selected "ignore ownership on this volume".
I submitted a report on this.

i have selected 'ignore ownership' no change
and to answer someone else - yes the drive has been used for editing before.
maybe the problemis is with APFS - bit of a pain, but not the end of the world.
