Full Screen video output console command or switch video card?

Hello, is there any console command to activate fullscreen mode while having a Hardware attached? I want to have a picture on a TV that cant show 25p, in which most of my projects are. It can only picture 24p or 50i. So before buying a new TV I`m searching for a way to get it running. The TV would be just for preview, so I don`t really need the picture from the hardware on it and running fullscreen mode via GPU-out while having the hardware attached would solve the problem...

Or would using a card like the BM Decklink Mini Monitor with conversion to 25 PsF do the trick? Is that possible? Does it have an option for this?
