    Deleting an effect between two other effects...

    Example:  You have a short clip with disolves on either side and a resize in the middle.  I want to delete just the resize but Avid will ALWAYS delete one of the dissolves first meaning that if I want that resize deleted I have to delete and then reapply the dissolve. Not a huge deal but over time this becomes very tedious.  

    Could there not be some sort of pop up which asks which effect you want to delete?

    You already can control that.  Enable segment mode and click on the section of the timeline that you want to remove the effect from.  Click remove effect and you're done.
