Pan scan photos looking pixelated or soft

I've have occasional problems when using pan zoom when the photo is actually worse when linking to high quality photo. i import the photo for a placeholder and when I apply the pan zoom and then link the image it is noticable worse, never mind trying to enlarge the size. i checked the photo to make sure it was RGB not CMYK but that was not the problem. I have tried different quality settings but no help.It must be the original photo as it does not do this all the time, just certain photos Any ideas?
