After working on an HD project all last week, I had to start an NTSC project this morning but did not tick off '4 x 3'. I now have a 16 x 9 NTSC project. Can I change the aspect ratio of an existing project while editing?

Right-click the composer window (source/record windo) and switch the aspect ratio to whichever one you need.

Thank you so much Carl!!! I had been working all day on a 30 minute show ... just noticed the aspect ratio mistake when I started applying effects. Whew :)
Aspect Ratio is for display purposes only, so you could've edited the whole thing in 16:9 and then flipped it to 4:3 whenever you liked.
FWIW, you can also capture/import HD footage into an HD project and flip the project type to 30i if you wanted. I sometimes do this when working with complex sequences etc because I can render/mixdown etc to an SD resolution and save bandwith.
