Let me rephrase this question. How can I make good titles with Title Tool in SD--titles that aren't jagged and soft? Simple white font on black ground.

Have you tried making them too big and then scaling them down?
Is the picture quality icon in the lower left corner of the timeline all green? If not, click it until the yellow goes away.
Must think of something clever to go here...

Brock, Isn't that just a viewing device, not an actual resolution change? I guess the truth is in the output. I do know, however, that my HD titles always look crisp, no matter what the mode.
I found this very old post http://community.avid.com/forums/t/101160.aspx?PageIndex=2 With an answer that worked for at least one person.
"check in your Media Creation Settings/ Render that you have 2:1 set and Same as Source unchecked.
Under Settings / Render / Image Interpolation check you dont have Draft selected. I have Advanced (Polyphase)"
